Programming Project Manager

The Office of Planning, Design, and Construction is the strategic long-term planning and development, and design and construction office within the Division of Capital Asset Management. It initiates and manages all pre-design, design, and construction activities for state building projects and public development initiatives. In fulfilling this function, the Office works closely with client agencies to prepare architectural programs, master plans, agency capital development plans, and feasibility studies.

This position is a Project Manager for the Division of Capital Asset Management, Office of Planning Design and Construction, Programming Group. The Project Manager is charge with overseeing and communicating all aspects of programming, pre-design, and feasibility planning for building projects, ranging in scope from new construction to additions, expansions, conversions and renovations. This requires extensive knowledge of functional programming, planning procedures, design, and construction, including current construction and management techniques (such as design/build, CM at risk, etc.), group facilitation and management, architectural research and analysis, oral and written communication, time management for a multi-project workload, and project budget management for a variety of institutional facilities ranging from $1-$100 + million throughout the Commonwealth.

A degree in architecture or planning is required. Architectural registration and / or a Masters Degree in Planning is preferred. Demonstrated experience in managing multiple, complex projects, involving feasibility, budgeting, programming, report preparation and project monitoring. Take Back the Hill is a youth outreach program at the Hill House in the Hill District, a predominantly African-American neighborhood in Pittsburgh. The Center for the Arts in Society at Carnegie Mellon is seeking three interns/mentors for this program, which offers Hill teens an opportunity to explore a current topic and to create a ‘zine in response to it. As mentors, consultants, critics, and readers, the interns lead the youth through experiences that will give them ideas for reporting. Center faculty and staff will serve as advisors to and resources for teachers on the project. The participants meet once a week at the Blakey Building in the Hill District. The workshops cover skills in writing, interviewing, photographing, and other elements of putting together a news journal. Interns will be working with other workshop leaders for the Carnegie Science Center’s Mission Discovery.

As part of the South Side Works Sculpture Project (SSWP), the Industrial Arts Co-op (IAC) intends to commemorate the industrial steel heritage of Pittsburgh with the creation of a large public sculpture. With the sculpture as an addition to the landscape on the former Jones and Laughlin and LTV mill sites, visitors will be able to perceive the former activities of the area and the scope of the production of steel of this region. Conductor of Cherries is a large-scale, figurative, public, sculptural installation depicting a traditional, trainman figure- the conductor holding-up a large lantern and cluster of bright-red cherries, greeting and welcoming pedestrians and motorists as they pass through the Sandusky Street gateway and connect to The Northshore. It will be constructed from recycled signs and other collaged plastic and aluminum pieces that are illuminated from within. The sculpture has utility in that it will serve as a light or beacon for both pedestrians and motorized traffic alike. The Organization:
NCARB comprises the architectural registration boards of all 50 states as well as those of the District of Columbia, Puerto Rico, Guam, and the Virgin Islands. The organization helps formulate architectural qualifications, organizes architectural internship, administers the Architect Registration Examination (ARE), and maintains a register of certified architects.

The Intern Development Program (IDP) is a comprehensive program designed to provide interns the opportunity to acquire and reinforce the discipline, integrity, judgment, skills, and knowledge to protect the health, safety, and welfare of the public as licensed architects. Most member boards require participation in, or the successful completion of, the Intern Development Program as conclusive evidence of an intern's qualifications for eligibility for the Architect Registration Exam (ARE) and licensure in their jurisdictions.

The Position:
The assistant director, IDP assists the director in marketing, developing, and maintaining Council policies related to NCARB's Intern Development Program.

Responsibilities:
1. Maintain a thorough understanding of the education, training (IDP), examination (ARE), and registration requirements for NCARB Certification.
2. Assist record-holders, Member Boards, and other constituents in understanding the NCARB training (IDP) requirements.
3. Provide direct staff support to the Committee on Intern Development Program, the Intern Development Program Advisory Committee, and related sub-committees and task forces as assigned by the director, Intern Development Program.
4. Represent NCARB's IDP program at meetings and conferences of collateral organizations as assigned.
5. Prepare and present IDP presentations to firms, universities, and other organizations as assigned.
6. Maintain a working knowledge of NCARB's resources, including the website, publications and other references.
7. Coordinate the preparation of press releases and other public information documents on the IDP.
8. Monitor the accuracy, quality and implementation of any changes of all departmentally produced documents and web pages.
9. Assist Records personnel by answering technical questions related to their review of NCARB forms including applications, transcripts, employment verification forms, and IDP training unit reports.
10. Other duties as assigned by the director, IDP or vice president, programs.

Qualifications:
* Bachelor of Architecture (BArch) in a NAAB accredited program.
* Minimum of four years of employment in an architectural firm.
* Successful completion of the Intern Development Program (IDP).

9. Assist in the response to candidate inquiries related to the content and development of the ARE.
10. Assist the director in planning and preparing the budgets of the related committees. Periodically monitor the budget and report any perceived or anticipated shortfalls.
11. Represent the Council and its activities at various NCARB, Member Board, AIA, and other related professional organization meetings and presentations. Prepare for, present, and demonstrate the ARE as requested.
12. Attend annual conferences on national testing and licensure organizations. Represent the ARE development process through formal or informal means as requested.
13. Assist in the preparation and revision of ARE related documents such as the ARE Writers Manual, the ARE Guidelines, the ARE Study Guides, ARE Practice Program, and related portions of the NCARB web page.
14. Monitor known web forums for disclosure of test content and assist in compiling all relevant information for review and possible disciplinary action.
15. Prepare, attend, and conduct any member board sanctioned reviews of candidate performance on the graphic portions of the ARE.
16. Update and evaluate demographic statistics related to the ARE.

The EEB Project needs 8 skilled researchers to gather credible facts and trends about the state of green (sustainable) building finance, design, and operations today in the U.S and other major nations. Researchers should come from the US, EU, Asia, and other major regions. Working under the guidance of the project?s Chief Information Officer, Charles Lockwood, the researchers will gather market information pertaining to green assessments/mandates/incentives, green building performance statistics and benefits, catalysts for change, challenges, and best practices. The first phase of this research project will be October 1st ? December 1st, 2006. Requirements: Commitment to green principles. Knowledgeable about buildings and real estate. Able to devote an average of 15 hours a week to this research project from October 1st to December 1st. Researchers must be a graduate student or have earned a Masters Degree. Strong research skills. Detail-oriented. English language proficient. You will work from your home or school. If currently enrolled in a Master?s or PhD program, your research might be done for academic credit for related course work or independent study.
Compensation: US$10 an hour. Or a total of US$1,000 for the project.
